Is my rental agreement broken?

I recently had my first daughter and I've been wanting to move to a new apartment because my current place is now getting a little too expensive with the new baby. I'm in a lease agreement until August 31, 2009, but I want to find out if my apartment managers have broken the lease. About two months ago the hot water boiler went out for the whole building. It was out for at LEAST two weeks, and for 3 or 4 of those days we had NO water at all. I was under the impression that the owners were required to supply utilities and if they need to be fixed it would have to be done in a timely manner, especially in this case for sanitation reasons. Would I be right to ask for a termination of the lease with no termination fee? Are there laws in place regaring situations such as this? Please let me know, I can't stand living at this place anymore!!!!! Thank you
