what you refer to is called the "Adonis belt" and is NOT a muscle but a tendon. You can't really work the area like a muscle. Just do ab excercises that target the lower abs (ie, hanging leg raises). For this part of your anatomy to show, you need extremely low bf% so focus on dieting down to a low bodyfat %...but even then it still depends a lot on genetics as to how much you can see it
