Why Demcratic House Speaker lies to US about funding the occupation Iraq?

I remember before Nov,2006 Democratic Party said if they got control the house and senate again, they will stop giving blank check to Bush for occupying Iraq. Democrat got what they wished granted by American people, now they want more vote in order to stop Bush gambling with our troop lives and US Treasury in Iraq. According to Presidential Candidate Dennis Kuccinis and Ron Paul, Democrat don't even need to vote or do anything to stop Bush's War. Just don't create any bill at all; simple is that. More and more I heard that Dem. afraid to be named as a soft(coward) and traitor by our troop if we didn't fund the war. So they have to keep the occupying go on, and more kid will go die in Iraq, and new cripple young men and women will come home. The Dems just playing politic with our troop lives like GOP; is this accusation true or Dennis Kuccinis and Ron Paul are wrong?
