My male cat (not nuetered) is pissing on my shoes (caught him) and is "" my spayed female.. HELP!!?

I rescued this cat from a shelter when he was a small kitten, that is why he was not neutered. He literally sits on hind-end and will "hump" my female that has had a hysterectomy. He will follow me all around the house. Once he tried the sitting thing on my shoulder while he was on back of couch behind me. He does the cat night time "talking" and will not stop till he hears my voice. He even jumps in the shower when I am in there. It is starting to make me not want to be as close to him as I once were. I had all the patience in the world until I seen him, which I thought he was a pile of shoes, then I got up and looked, and he was pissing! When I grabbed him to put him out (hes usually inside 99% of time) he continued to pee mid-air till he was out. Not only is the smell TERRIBLE (on wood floors at that), but I am considering finding him a new home after all the incidents that have happened lately. He is litter tained, and there is rarely a mess in the box which would normally make him detour to the shoes. Please someone help me! He is orange striped with cheetah spots on chest and sides. Very loveable, and I really do not want to give up on thim.
